If the emergency powers act allows such ad hoc addititions without further debate, it is a very bad law.
It's like that opening scene of Star Wars. The first time we saw it, back in the 70s, we had never seen anything so huge. The Blockade Runner passes, and then begins the slow, massive revelation of the Imperial Star Destroyer in pursuit. It was huge. Breathtakingly huge. "When will it end?" we wondered. "How big is this thing?" Evil is rising. And as it stretches into view, we see the same hugeness, the same awesome malevolence. When will it end? When will it end?
That part about in any way supplying persons who are seen as....etc., could put pretty much any business owner in the crosshairs. They ate in your restaurant. They purhased oil at your service station. Etc.
In the extreme interpretation, it could include giving first aid to a protester brutalized by the police.
