Likely the French and Germans call for more time because they are renegotiating. The stall tactic works wonders to up the ante. Worked for Turkey too, to the tune of $US15 billion in loan guarantees. The Bush administration reacted with rage no doubt because they thought they had a deal. This has little to do with peace. Just watch how much France and Germany get.
