Training the brain to improve memory

Is it possible for someone with very poor memory to essentially 'train' their brain and rewire themselves to more effectively compress information, sort it, pull it back up, and uncompress accurately?

Or it is more of a cause due to genetics? Such as someone born without legs cannot 'train' themselves to gain the ability to walk, it is simply a physical limitation/disability which cannot be overcome, but simply managed or worked around.

My general idea of memory is all based on how our brain handles information, we receive raw (analog) data from outside, our receptors take this information and send it to the brain, the brain then takes this information and simplifies it (discrete) so that it can be better stored/processed faster.

When the information is needed again, we pull up the sampled data and attempt to reconstruct it with occasional minor and sometimes serious distortion like the game telephone where what's said on one end is not the same as what's received on the opposite end after the information has passed through so many hands. (i.e. difference between mixing up the color of a sweater a friend was wearing and mixing up which friend was even wearing the sweater).

To expand on the idea of information distortion (The bit about remembering the sweater):

A - Data being sent to the receptor from outside source.
B - Data being passed through to the brain by receptor.
C - Brain's attempt to reconstruct and remember original data from B.
D - Original Data for comparison with C.

It seems that the entire process in which the brain samples, compresses, sorts/organizes, pulls up, and unpacks memory is unique to each individual, you tell a story to 10 different people and all 10 people, when asked to recollect the story, will all say something completely different.

So what I'm essentially asking is: Can the this unique pattern to each individual that I highlighted be modified? Is it possible to shock or train your brain into changing the way which you go about things, remember details, and such?
