Diesel-electric submarines are extremely quiet subs. Unless the carrier group was using active sonar, then they shouldn't have been surprised at all. Any surprise would have been that they could have stayed submerged long enough to get within that range ...lack of oxygen, and a build up of carbon dioxide for the crew, if nothing else.

Electric subs are the epitome of quiet.

The millitary will say ANYTHING to get more and more of our money. If we include all security (police, FBI etc... it totals something like ~20% GDP, the same % as what North Korea, a police state, spends.

I see this is another tactic to keep the juice flowing.
