It looks like it's mainly do to with Internet gambling (not online gaming, as in WoW, which is what I was originally thinking):

Apprently, banks here don't like that all of the money goes out to pay these offshore accounts, but all of the collection jobs (for those that don't pay) also falls on the banks. I'm probably wrong, but personally I think it's just an attempt to keep the gambling revenue inside the U.S.'s coffers.

Yep, casinos absolutely hate online gambling. Heck, they hate Indian gaming too cause it takes a cut out of their profits.
