You are wrong, it was not Bill Clinton who wanted to expose the schoking facts, it was Monica Lewinski.

And they were no top-secret agencies who tightened her mouth, it was Bill Clinton (in fact, he filled her mouth) :D

The flag was made to stick out like that. Given that it was in a vacuum and gravity is weak, it would have oscillated when tapped and continue for some time after that. There wouldn't have been much to stop it.
