Actually the scene is from Superman II after he was exposed to the artificial kryptonite and somehow turned evil Damn my brain for remembering that.

It's from Superman III. Superman II was the one with general Zod.

The third movie wasn't very good.

My bad, actually I like parts of third movie and liked it better than four (shudder) Superman Returns however is right up there with the first two.
