sorry for posting this but ive been wondering for some time what these spots are.
The picture is extreme closeup so it's not too explicit - but just to warn you it is part of a foreskin.

They have been there for as long as I can remember, but ive never actually asked about them. They do not grow or change in any way. The width of the image is about 1 inch.
