Technically, all mods now have the power to ban. This was instituted after the little experiment with the 'reg user' list (an attempt to curb Kiwi's sock puppets).
That experiment ended but the power to ban was never taken away so that we could deal with spammers and such in case no admin or supermod was around at the time.

However, it was agreed upon that bans would be carried out by supermods and admins.
I suppose that the people that Spidergoat has banned count as spammers as they're all Kiwi sock puppets. The agreement for us not to use ban powers would therefore apply to long time members.

Yes, those were all Kiwi123 (or spammers). I don't intend (or am allowed) any such summary bannings of any regular member.
