When you're about to post new thread using Post New Thread option, below the box required for the text, you'll find Additional Options.
There is the Post a Poll option.

You just have to mark a little box called Yes, post a poll with this thread, and add a number of poll options (4 is default).

Where is the Additrional Options? Plus, where do i put the poll options? This is like confusing me????:confused::confused:

Look down at the bottom of the image. If you don't do it there, you can do it from the thread display. Right underneath the page numbers at the top of the thread is a link for "Thread Tools". In threads you create, there ought to be a "Post a poll" option.

In case you want to add a poll to a thread you have created, you can also click on Thread Tools, on the upper right hand corner of the opening post and click on Add a Poll to this thread.
