Being ashamed of American support of tyrannical dictators through the world it constantly comes back and bites in the arse, from out support for the illiberal Saudi regime, to the pseudo-liberalistic Shah of Iran in the 70's we look like idiots everytime in the end, and just to show how stupid we look when we support despots:

Either can be shaped into the core of a nuclear warhead, and obtaining one or the other is generally considered the most significant obstacle to would-be weapons builders.
