    I think the second sentence is more significant. Apparently by building enclosed encampments and arming Sunni militias, the Americans were attempting to reconcile the two factions.

    No, when he was opposing the US and causing all manner of chicanery around the country. The man is a bad apple, pure and simple....

    Maybe he can visit the US with 30,000 troops and the Americans will teach him how they would have preferred to be received by him.
