    "Water meters could soon be doing double duty in Saanich. Not only will they measure how much water flows into a Saanich home for the sake of your water bill, they'll also gauge how much leaves a home for the sake of the sewage bill.
    Saanich's finance committee wants to know if residents are open to a meter-based sewage bill intended to promote water conservation.
    The pay-per-flush system would compliment the current consumption-based water bill, adding another incentive to spare water. "

    I think it is a good idea. moreover, I don't think the intention is to stop people from flushing, but rather to promote the use of low flow toilets. I have always been a huge advocate of allowing people to do what they want, but having tax incentives for them to do the "right" thing.

    some areas make in illegal to sell a toilet that flushes over a certain amount of water per flush, that is ridiculous. why should it be forbidden to have a high water usage toilet? if they want it, fine, just make them pay more.
