I think it is a good idea. moreover, I don't think the intention is to stop people from flushing, but rather to promote the use of low flow toilets. I have always been a huge advocate of allowing people to do what they want, but having tax incentives for them to do the "right" thing. some areas make in illegal to sell a toilet that flushes over a certain amount of water per flush, that is ridiculous. why should it be forbidden to have a high water usage toilet? if they want it, fine, just make them pay more.
