Russia isn't that innocent either.
Anyway, the reason we want to get into Iraq is to FIND OUT if they had any and if so to get rid of them. If we had 100% proof we would allready be dropping daisycutters on them.
If the American government's desire for war and death is simply because they wish to learn if a nation has chem/bio/nuke weapons, then why not go and perform such an "investigation" against Canada, Turkey, Saudi Arabia, England, Australia?

Well, because most of those countries have been our Allies for longer than there have been nukes or the like. It is part of our philosophy that you should stand by an ally and turn a blind eye to their failings.
Saudi Arabia we cant afford to peeve because most of the world is dependent on its oil. If it wasn't for that we would go after it before iraq because most of Al-quaita's forces stemmed from there.
Look at countries as if they are animals. They try to fulfill all their needs (resources, commerce, public contentment), guard their terratory, and drive off rivals. An alliance is like a pack of wolves or a flock of sheep.
