I pose a question for only the true intellectuals who can provide proof for their answer with qualified research. Does living in urban enviornments or poorer enviornments impact Development with Children if so why?
If a child is a victim to his impoverished, destructive enviornment how can he overcome his enviornmental influences and surpass the conditioning around him and become someone great despite the odds stacked against him.
I pose this question based off of my theory that the "projects" within urban enviornments are indeed projects that the government designed to oppress the former slaves, (Black population) and keep them oppressed, ignorant, and weak with tactics like Welfare, Guns, Drugs/Alcohol etc.

well some countries dont set up low cost\no cost housing and the poor live on the streets or in shacks with wild dogs, rats and perverts.

Not in the least. Your "theory" (just an idea, actually) is totally in error.
These projects are pushed and made possible by people with honest intentions and are designed to give those with less means a place to live, rather than on the streets and in the alleys.
I consider myself informed on the subject due to having attended several meetings with city councils where the topic was being debated. There were many in favor of the projects and many opposed. Those in favor were the ones I just described and those who were opposed stated their reasons as being costs - money better used elsewhere - and quite a few who were concerned with increased crime in the area and dropping property values.
NO one had the 'agenda' you proclaim.
