No, the "shrinking dollar" is just the favorite target of all the doom & gloom-sayers. That and the anti-American crowd. The supply of crude and the bottleneck of refinery capacity have been LONG known to be the major problems (along with the constant increase in demand, of course). Nothing new in that article.
