Real or artistic licence?

    I was watching SVU last night which was doing an episode where a chemical company is testing organophosphates on children.

    Now two things came out of the show which are kind of concerning

    1)the DA says that even if EPA (EPA!! EPA!!, sorry i just bought the simpsons movie and have been watching it way to often

    ) was negligent or breached the ACT which they are surposed to adminster they have full imunity from any procution or civil case because they are a federal goverment agencie.

    Now i know for a fact that this isnt the case here because for one thing the imigration department has been sued on a regular basis (for instance the cornilia rowe case) and now the horse racing industry is thinking of suing quarntine for negligence in its actions with regard to horse flu.

    Further more this would mean that if the FBI burst into your apartment and shot you they wouldnt be held responcable to the same standed that there state counterparts were

    the second concerning thing to come out of the programe was that ANY chemical testing was alowed on humans for lethal chemicals. Drug testing is done to check if the medication will TREAT an illness not to kill the pt, any deaths are an acident. Chemical testing on the other hand has no benifits so im wondering is this actually legal?
