Question on PC power switch

    Hello

    I'm curious on some of my campus' PCs.

    The PC itself, aside from the monitor, keyboard and mouse, is locked in an enclosure (so isolated from the three). Then the PC is regularly switched on and off, except that we don't use its power button; Instead, we merely turn on the main switches on the electric sockets where the power cables are connected. So basically, we turn the computer on and off using the electric socket switch instead of the PC power button. How do they achieve that? Does anybody know or even do the same?

    the bios has a setting which either ignore power until prompted to start up, or will start up as soon as it gets power.
