Question for a UK postman?

    I have a letter here with the following prepaid stamp. 00.22 in the a red box with a crown at the top. Then at the bottom of the box FSC 902111.

    Is this a first or second class Postage Paid stamp?

    From my research this would be class as a second class franked. Am I right?
