Quite simply Microsoft at the end of August released "XNA Game Studio Express" Beta, simply it allows anyone to download the Beta version to play with and make PC games, with the intension of future additions to allow those games you make to be put on the XBOX 360.
For all those people out there that want to make a game, especially on a platform like the XBOX 360, then this might be your chance.
