Adult. I think that too many people make it hard to communicate and to actually relax and enjoy the occasion. Too much stuff going on at once if there is more than 10.
I've been to gatherings of 50 people at a large house with a pool. Everyone had enough room to make perfect fools of themselves.

It depends on how well the people know each other. If it's close friends, I'd say five or six + host. If they are acquaintances or strangers, 10 or so plus host.
Struggling on the floor???? As a party event? Oh kay then... Birthday party optimum amount depends on what optimum means to you...for example trance dancing is better with more people, while your tea experiments may call for less invitees such that an allergic reaction may be noticed in good time.
