Ok so i am not computer svavy at all so don't laugh at me. I was just wondering if overclocking my processor would be a safe step. I have a Pentium II at 450mhz and i was considering over clocking it.....should i?....also is one processor more stable at overclocking than other...i.e pentium4 safer than pentium2 to overclock?....thank you for any help

If you're willing to lose your processor, then sure go ahead. It's funny when I see people trying to O/C P4 3.0 GHZ or AMD XP 3000 and they get mad when they completely destroy them. Never O/C a proc that you're not willing to throw away.

Over clocking means that you will increase the heat at your processor. You don't get a lot considering the risks you take. If you want a faster speeds, it is safer to add memory or get another computer.

Adding things like a video card or sound card can sometime give you small increase but no guarentees there.

Haven't done it in years, as someone said earlier, current processors are so fast OC seems not worth the risk, and there IS risk.
Never lost a system back in the days of 486's, but life was simpler than!-)
Also as stated the big risk is heat. As you probably know the different speed rated chips come off the same line but get re rated according to the temperature they hit at a given speed. So they are the same chip but run hotter than their faster labeled brethren.

That said, whether you OC or not improving the cooling of your CPU and system WILL improve performance, the cooler the better.*
Again as recommended (there are some really good people on this site) RAM is always a good and safe bet for system performance and video memory adds remarkably for intensive graphical environments, which the InterNet has become.

*DO NOT think to improve cooling by removing the case cover. In most cases the cover is designed to direct airflow for maximum efficiency.

    cooling

Cooling is the 1st issue you should deal with and it all depends on what you want to do. For minor overclocking a beefy heatsink will probably suffive, it will be loud but it will only run you about $20. If your going to heavily overclock look at a water colling system, or design one yourself. Or for maximum efficency get a air conditioner although it will run you about $900 you get crazy results. These conditioners will keep your processor about -1 C I know test that show at AMD 2500 running as fast as what would be a AMD 4800. It all depends on what you want to do and your budget. Just do some research.
