Microsoft defaults it on for their own purposes. If you would wish to recieve no more of these then disable the service. What we are talking of is a big grey box that pops up in the middle of your screen, floating on top of everything. It is most annoying when you are doing something and have to get rid of this message. Even after you are off the internet, at odd intervals it will continue to pop back up once it has loaded it message. I resent the fact that they have stolen my bandwidth to do this with and that causes my surfing to crawl till this message I don't want is d/led to the computer to pest me with ads for some service I didn't want in the first place.
