The chief United Nations arms inspector in Iraq told the Security Council today that his team had found no "smoking gun" so far, but he also charged that the information supplied by Iraq was "devoid of any new evidence" that the country had no weapons of mass destruction.
The report by Hans Blix, who heads the United Nations Monitoring, Verification and Inspection Commission, and another by Dr. Mohamed ElBaradei, the director of the International Atomic Energy Agency, who is charged with checking on Iraq's nuclear capabilities, did not appear to substantially affect the positions of the United States or other governments over what would constitute justification for military action.
John Negroponte, the United States representative, sternly declared that Iraq's failure to provide the required information was a "deliberate attempt to deceive" the Security Council and so amounted to a "material breach" of the council's resolutions.
