First off people take thier Playstation CDs, remove bloated videos/music/etc, and compress them so you can fit multiple games on a CDR or whatever, where you can later just uncompress the CD image you want and play it in an emulator. (aka making 'PSX rips').

I don't know technically why it is considered a mini, but one thing I know is that mini psx rips are usually small, 10mb-60mb, iso cd images whereas others can be 100MB+

Don't know if that helped at all...I wish I knew EXACTLY why they were considered minis too..oppose to just knowing that they are smaller in size
