If it is not 0 tolerance, they may allow very small quanities of drugs, like a ciggarette filled with weed, or a doug out, or a piece of crack rock in a glass tube. Just extremely small amounts. Or perhaps they changed their law.
There is a change. The state will sell taxed mariquana. No one can speak for Ashcroft but Ace Hutchinson the drug czar said he will not harrass NV as CA has been over medical mariquana. Hey the Feds just forced all the nuclear waste in the country on them so I guess they are throwing them a "bone".
