It is obvious to me, from watching CNN, the police's strategy is to coax this sniper into making a mistake. Everyone that has been on these interviews, has called the sniper a low life loser, military wannabe, etc....
They are taunting him and trying to insult his pride. They think this guy is making these killings for attention, that is why he stated he was god on the tarrot card.
It is my opinion their goal is to have him go after someone big, like the president for example. However not the president specifically, but more likely someone like the chief of Washington PD, someone who has probably insulted him when speaking out to the public about him.
Such people generally some sort of protection around them, and their whereabouts are generally known. For example, the secret service escorts the president everywhere he goes almost 24 hours a day. If this sniper makes an attempt on a major figure, it will probably be easier to catch him right after the act. People are on the look out for this guy know, and as soon as someone calls 911 saying "I just saw the WPD sheriff shot down" law enforcement will be swarming the place, and civilians will likely be looking around for anyone.
If they think he is an arrogant delta force wannabe, they probably figure he watches the news alot to hear about himself and the panic he is causing. So if he watches the news, he may catch alot of these Connie Chung interviews and go after one of the people in them.
Someone with a bigger name than a civilian on the street, and possibly with military training (or psychological profiling) themselves, if such a person were to become a target, I am assuming the law enforcement up there think he will be easier to catch.
It seems to me they think another shooting (or attempted one) is actually necessary for them to get this guy. They don't seem to have enough evidence right now to determine who he is. If the forensic psychologist can't pinpoint a specific individual, it seems they feel they just have to wait for another shooting........
BTW, I may be getting reruns at 3AM of earlier broadcast news - I have heard they may have someone under arrest who is in fact the sniper; so forgive me if I am belated on this.
