Basicly the article says that Russia finally said that the kyoto treaty is totally bs and will not be ratified now or anytime in the future because it will most probably harm the Russian ecconomy rather then give billions in profits that the eu said it would make from selling excess co2 capacity to other countries. There reason is fairly simple the data on which the current co2 outflow from Russia is not accurate and is completely misstated and its more likely that its barely within the co2 permits the kyoto has in it and most likely will cross over them within a year or two.

From what I read from the article (initial) is that the country did not officially revoke from the Kyoto protocol just yet. (I would read page 3) What it was saying was that the data in which the UN is dated and not relevant, so no the Protocol is not dead just yet. Until we hear an official declaration from the Kremlin Kyoto lives, and the only official position I see from Moscow is this:

Last I checked, the Japanese never signed/agreed to the Kyoto Protocol. The Kyoto deserves to die. It was a good sentiment, but too unrealistic.
