Here's one of someone's desktops.

How do you do stuff like that? Is there anything in Paint Shop Pro that lets you do that?

OK, lemme rephrase that.

How do you mix images together, like say I have a pic of me, and a pic of dark blue bubbles. How do I mix the two? So that my face looks like it's looking out from behind the bubblez?

Can someone help me? Like a general idea of how to go about doing it?

The best place that I have found to do stuff like that is at deviant art (http://www.deviantart.com). On the left side it has a link called tutorials. You can find out what you can do with different program through that.

That can be done is photoshop.

That can be done in paintshop too.

It's just mixing the use of Layers and generating one to be transparent over another etc.

A program I tend to use as well is Flash (Although that can be used for animations as well).
