It wasn't random shelling they were shelling the site were rockets had been launched from, and the shelling was only on that site, I would be willing to bet that the place were this innocent family decided to have their picknick was the place were the rocket were launch from and under observation and when spotted the Israeli fired counter battery to get the rocket before they could be launched, so in my oppinion the PA be it Hamas, or Fata, are the responsable ones.

Actually considering history in the area the father was probably one of the rocket troops and brought his family along so they could watch the fun. Palenstinians are screwed up in the head like that. They continously luanch attacks form the middle of an area loaded with civillians and then get mad when the retaliation kills the civillians.
