I suspect it's true, because of President Bush's halting delivery and body language. It may be nearly as difficult for him to conceal that he is secretly listening to a bank of assistants, than it is for him to formulate and articulate his thoughts. The package between Bush's shoulder blades in Miami, possible wires over the shoulder at both, etc. do give some cause for speculation.
