Well, give him your advice that will help him make that step.

 

My advice for him is to go online right now and talk to a girl over the net. Just talk to her. Say "hi" tell your name to her, ask what she is doing. What she likes to do. Hint of things you got similar with her. Go and listen what she has to say or if she does not say anything, talk about yourself. Talk to her and other girls regularly.

Anyways, dude, don't go online to find a girl, unless you're planning on joining one of the popular dating services. I heard those are actually decent. I would avoid, though, simply "finding" and "chatting" with some random "girl."

its not a time waster. Its a lot of experience, he will be able to understand what girls like to talk about, that they are just like us guys. He will be able to go through his shyness and go on to find a true relationship by taking advice from a girl. Always be sincere.
