As Macgyver said, hangover are caused by dehyrdation. The alcohol is converted to a form of formaldehyde and is basically 'preserving' your liver. Water (or a bit more alcohol (hair of the dog)) acts as a catalyst upon this formaldehyde converting it back into alcohol getting you drunk again.

However, like I said, it's true more in theory than practice.

after a night of drinking, I always try to drink a bunch of water and take some aspirin before I go to bed. It would have been nice to know this when I was in college.
