Do Hydrogen Fuel cells work just as well if you don't have the hydrogen and oxygen separate? I.e can you supply a hydrogen and oxygen mixture to both the cathode and the anode and get the same (or similar) working efficiency and voltage output as if they are segregated and pure on each respective electrode?

Except of course that you need to power the RF generator, and it will take more energy to run the RF generator that you will be able to get back from the H2 and O2.
The reaction would still happen, but in an unorganized manner which you would not be able to harness for electric power.
