I'm interesting in starting up my own forum for student government purposes.

Where do I go? I want it to be a free message board.

You aren't going to get anything really good for free. MSN provides some sort of message boards.

A better option is to get access to a cheap php server for about 10$ a month. Then I'd suggest installing http://www.phpbb.com/
It's free and much better then most options.
