How to restore/import ENTIRE back-up?

    I was trying this new cool backing up entire registry thing(by exporting the .reg file) that I learned.
    But after I back-up, once I try to restore using import or add, even if it's immediately after exporting ,I get error messages:
    something like "cannot import the xyz registry. not all data was successfully written to the registry. some keys are open by the system or other processes."

    Is it normal or am I infected? I mean, I just formatted and reinstalled windows a week ago!

    If it is normal, isn't there any way to import the entire registry? I really want to find a way.

    Maybe in safe mode? But I highly doubt it. This is not a virus or anything indicative of infection. Your operating system is using / updating a number of keys at any given time. Windows will not permit you to overwrite them when they are open. You might have best luck importing just the HKCU, most anything in this subsection can be terminated without consequence.

    Well, it didn't work even in the safe mode.
    So, there is no way to restore it fully?

    I tried to install a software with total uninstaller and had it monitor all registry keys and then uninstall it and undo the changes. Even TU gave a few error messages with registry keys that could not be removed.

    Interestingly, when I created a restore point with windows system restore and then restored that point, it seemed to work. I noticed that it did require a restart.
