us military uses night vision equipment to see under dark conditions.
james bond relates a story of gamblers marking cards and wearing special glasses to identify them.

or a clear magic marker. If you put it on a surface or skin in sun light it is basically invisable, but when shined on by a UV bulb it lights up a light blue colour.
its commonly used to write names on expensive items incase of theft, to track the items at markets and so on by police.

That is a very difficult task you have chosen.
Wear normal glasses will not let you see anything the naked eye cannot see as in a discreet colour.
Normally, you would need something that is giving off radiation. For example, nightvision goggles show the infra-red radiation which is basicly a photon that is absorbed by the goggle and shown depending as a matte colour.

UV Rays absorbed by the flourescent material will only been shown when it is dark enough for the eye to see it and everyone will be able to see it.
However, the US Army, aswel as many others, use an infra-red detector for arial and night attacks. A infra-red emitter is dropped into the desired position and the helicopter, fighter-jet ect uses a detecor to view a stong infra-red signal which will be obviously more powerful and it can base its attack in that position. This technology helps communication and the 'enermy' or target is unable to use the emitter to their advantage.
On a less serious note, and another example, party go-ers put dust in their hair that when is exposed to UV-rays in a club shines flourescent colours.
I hope this helps.
