bald. what else? but hair color is as descriptive as a large scar on a persons face that can happen at any time after the description was given or photgaph taken. in this way the investigator would look at other decriptive features which are unchangeable.

why is hair color important on licenses? People change their hair colors so much they don't even remember their natural hair color. Both men and women (more women than men)
