I know from experience though that not everything is entirely as it seems. An example of this was a defacement some years ago claiming to be a Kuwaiti hacking group defacing websites, albeit trace information pointed more towards Saudi Arabia. It's likely that most of these attacks can be carried out by people "claiming" to be one or other side, without actually being either.
