Well the truth of the matter is that none are 'most powerful'. They have different functions. If one service is a bit stronger, that is probably because they have better funding. As for who controls who, the Cult of Cthulhu is the group that really pulls the strings. We blackmail and bribe all the DC pols, so that they are all trapped in our intricate web.
Welcome Reid, I think you are right to be suspicious about Government agencies. As you listed the ones you know about, imagine the ones you don't know about? And trust me, they are there. Xev is right about the funding/resource levels, but I don't imagine any of them would bow down to another agency. Power in Government is frightening. The military is always is the most powerful one in any country - because they have the manpower, resources and secrecies to carry out any operation. Some countries like US have divisions in military that keep track of each other so that there is a balance of power. The US has a similar balance in justice, executive and legislative branch of government too - even though the justice has the edge in power. Almost every major government agency has an intelligence arm - just as every major corporation. Those business corporations who do not have an intelligence section quickly die a Chapter 11 death or get boughtout by the competitor...
