New Orleans Mayor Ray Nagin suggested Monday that Hurricanes Katrina and Rita and other storms were a sign that "God is mad at America" and at black communities, too, for tearing themselves apart with violence and political infighting.

"Surely God is mad at America. He sent us hurricane after hurricane after hurricane, and it's destroyed and put stress on this country," Nagin, who is black, said as he and other city leaders marked Martin Luther King Day.

"Surely he doesn't approve of us being in Iraq under false pretenses. But surely he is upset at black America also. We're not taking care of ourselves."

Nagin also promised that New Orleans will be a "chocolate" city again. Many of the city's black neighborhoods were heavily damaged by Katrina.

"It's time for us to come together. It's time for us to rebuild New Orleans — the one that should be a chocolate New Orleans," the mayor said. "This city will be a majority African American city. It's the way God wants it to be. You can't have New Orleans no other way. It wouldn't be New Orleans."

Nagin described an imaginary conversation with King, the late civil rights leader.

"I said, `What is it going to take for us to move on and live your dream and make it a reality?' He said, `I don't think that we need to pay attention any more as much about other folks and racists on the other side.' He said, `The thing we need to focus on as a community — black folks I'm talking about — is ourselves.'"

Nagin said he also asked: "Why is black-on-black crime such an issue? Why do our young men hate each other so much that they look their brother in the face and they will take a gun and kill him in cold blood?"

The reply, Nagin said, was: "We as a people need to fix ourselves first."

Nagin also said King would have been dismayed with black leaders who are "most of the time tearing each other down publicly for the delight of many."

A day earlier, gunfire erupted at a parade to commemorate King's birthday. Three people were wounded in the daylight shooting amid a throng of mostly black spectators, but police said there were no immediate suspects or witnesses.

Nagin has a point when he talks about the infighting in the Black community. But other than that, he just sounds like a run-of-the-mill religious fanatic to me.

Religious fanatic about how God wants it that way and how God was punishing the Black community and America with the hurricanes. That's all religious fanatic speak, nothing more. As for New Orleans being a "chocolate" city, that's how it was before, so I see nothing wrong with that.

No, it wouldn't be okay because the city was a predominently African-American city before the hurricane. So, naturally, the mayor wants the rebuilding effort to keep that in mind. Privatizing the land and than hiking up the prices so the African-American citizens (who were also predominently low income families) can't return would be immoral.

You continue to miss the main point. The city as a whole was 70% African-American. The hardest hit areas, the areas where the rebuilding will basically be starting from scratch, were the areas that were predominently African-American. Nagin wants to make sure that the displaced African-Americans (and the small amount of Caucasions) from those hardest hit areas are able to come back. He used the term "chocolate" for whatever reason, probably to get attention, but what he means is that a predominently African-American city will rebuild with those displaced African-Americans in mind. No one is saying to forget about the Caucasion citizens who were displaced as well.

Nagin is an idiot, a racist, and a disgrace as mayor. His response to the hurricane was ineffectual and pathetic and all he's doing now is trying to make sure his base comes back so he can stay in office despite a performance level so low it brought a disaster of biblical proportions on his city.

Absolutely. The mayor is trying to make sure that the original citizens are able to return first if they want to, than new people can move in.

However, the way he talks about it, using God and using the term "chocolate", is really bad politics. That's why it seems to me that he is using that term and invoking the name of God so strongly in order to get attention and for New Orleans to stay on the front pages in the news.

While I agree Nagin's choice of words was pretty controversial, there is nothing wrong with what he said. It was all spot on. He didn't say he wants to make it a BLACK city, or rather a DARK CHOCOLATE city, he said he wanted to make it a chocolate city. He would have probably fared better if he had said "milk chocolate" city because I understand his analogy.

If he would have used "dark chocolate" and "milk chocolate" in the city, it would have worked better. The majorty of New Orleans is obviously black (dark chocolate) with some white (milk) mixed in. You mix dark chocolate with milk and it produces milk chocolate.
