Theres one solution.

First an world wide attack on USA by all countries and after defeating them declaring it as a free zone for anyone to come and go. ;)

Second, a permanent World Army whose sole purpose will be to disable any attempt of creation of any other regional army, so no more Invasions by anyone and hence no more terrorism.
