The best tactic against somebody telling a truth that you don't want anybody to hear is to refute things that the truth teller never said. You can lie about somebody in this way without giving the person being lied about a good libel or slander legal case against you. This technique is used over and over again to obscure the truth. In the case of Joseph Wilson the Republican hacks say that Joseph Wilson lied when Joseph Wilson said that Cheney sent him to Niger. But Joseph Wilson never said that Cheney sent him to Niger. Every case in which Joseph Wilson is accused of lying is a Republican lie or a refutation of something that Joseph Wilson never said.
