    Ah, yes. One of the joys of defense "Base Restructuring". There are a number of dying towns in the US like this, where a base or factory has moved or gone bankrupt. It happens.

    That looks like a suburb of Chernobyl where many towns and cities like this were contaminated and won't be ready to be reinhabited for thousands of years.

    ^ We've all seen the photos of the abandoned Pripyat, but the creepiest thing is that there are fields and fields of abandoned vehicles that were used in the Chernobyl disaster and were irradiated. There are thousands of trucks, helicopters, ambulances, fire engines etc. just parked there rusting.

    Reading the posts on the site that had the pictures, the town itself use to be one of a number of Villages that had Coal Mines nearby. When it was eventually worked out the coal mines were no longer needed, the workforce didn't have any other jobs in the area to move to, so they all moved away.

    It's basically displacement by the loss of work, no Military involved or Nuclear fallout. It's similar to some of the Mining houses found in Northern England where the pits closed and people moved away, leaving rows and rows of derelict housing.

    There are lots of ghost towns in the USA like that too.

    There is also Centralia, which was the inspiration for the Silent Hill film, where some rubbish caught fire in a tip and the fire spread to underground coal. This was like 40 years ago and the fire is still burning today. The town was evacuated but some people still live there even though most of it caught fire or was demolished.
