Is there any software available that will allow me to forcefully burn a CD with my CD burner? I have a CD-RW that has no scratches on it, yet my computer cannot read it so I cannot burn it. Every once in a while the burning software will read the disk and say it is a nonrecordable CD-RW. Damnit... all I want to do is erase this disk. I have used it before.

CD-RW discs suffer from numerous compatibility problems with different systems.
CD writer drives that only support rewriteable speeds of 4x max, cannot write on "high speed" RW discs, that being anything that supports write speeds above 4x
Some CD-ROM drives cannot even read RW discs.
One thing you'll want to do is download the latest version of your writing software and drivers (like if you use Nero 5.5, download the current available which might be like 5.9).
Also you'll want to download a UDF reader.
Both CD-RW and CD-R discs can suffer from various problems if they are cheaply made generic brands. Bad dye layer and poor medium quality can contribute to this.
I would advise buying only high quality brands like Imation.
The disk I have a FujiFilm. I got a computer to finally read the TOC.. it was a bunch of music I tried burning.. but failed about 5% into the burn. I tried to erase the disk on his sytem... that did not work. I am going to throw away the disk. :(
