We all have the right to bargain. But I never see anyone doing it. Why?

if you mean haggle, then i will haggle with real people, as in the case of buying a car from someone or buying a TV from a mate, but its kind of hand to haggle in large stores, as the people actually selling things have no control over the pricing, and the only thing i can do is either pay their price or not buy it.

You can negotiate prices when you're dealing directly with the person who sets them, such as the proprietor of a shop or an artist selling his wares or a tradesman doing a project for you. Many times even a salesperson in a store selling expensive items like furniture and appliances has some authority to negotiate.

But generally when the item or service is a commodity like a toaster or the periodic lubrication of your car the prices are established by the principles of cost accounting and probably even stored in a computer so no one's going to change them. If I have five hundred customers who bring their cars to me for oil changes, do you think I want you going around telling them that I changed your oil for two dollars less than I charged them? It's just bad business.

How many people do you "spy on" in a given day? And if it ain't millions, then how could you expect to see many of them bargaining?

I almost live in a cave now, but I see people haggling over prices regularly. Perhaps you just need to pay more attention to the few people you encounter.
