I've seen this one kicked around a bit. Fish are a safe bet. Hell, perhaps flying fish. It wouldnt be the first time that a human got the fin arrangment of an aquatic animal wrong in a representation of same.
Where real science dare not go, pseudoscience flourishes. Inca lacked a written language and those aren't even pictographs, so people can make up whatever they want about them. To me it looks like a harrier jet, not a fish. Just sayin.
