Here in DC you can be arrested as a protester for carring a sign or not, for assembling in the park in groups of 4 or 400, for having a permit or not - it is as arbitrary as you would expect a police state to be.

Meanwhile freedom of speech zones spring up anywhere the President makes a rare public appearence far from the cameras view and microphone's range.
