This will be fun. The Culture and their Orbitals are placed around the galaxy, but the Forerunners have attacked them when they saw them destroying planets an stars, and the Culture isn't trying to negotiate but destroy them.

The Forerunner are poor mans Culture, just about anything the Culture can do the Forerunners have something like it several OoM weaker. Short answer: The Forerunner go splat. Though they may survive by hiding on the Ark or in a Shield World.

Alright, speaking of rubber piggies, Zim did it by accident, why would he do that? Yes, I just watched the video. Add in, in "Doomsday", we see that Daleks can use an Emergency Temporal Shift to time travel, that's right, normal Daleks have a time travel device installed in them.

Accident? Sure, it was an accident he found out that only thing he (remember Zim was an outcast who every Irken hated for nearly destroying their homeworld so he has the lowest of the low when it comes to tech) had on hand that wold go through was rubber piggy's but we also see in a video by Dib's father that live creatures can be sent back... which result in giant fish in teddy bear suits all over again.

*Takes farther notes on the Daleks*

After watching the "Planet Jackers", it seems like the Irkens have a treaty with aliens that tow planets towards their sun, but Daleks in "The Stolen Earth" teleport 27 planets from across the universe from different time lines to one spot. Then in "Journey's End", we see that a normal human has to pull some sort of lever back and the planets teleport back to their spot. Seems like Irkens don't work that way.

One Dalek doesn't conquer a planet, he kills it.

Here the Doctor states these Daleks are a threat to the entire universe

But the Doctor later states that those Daleks were scavengers and mad

So, if scavenger Daleks are a threat to the universe, what would happen if the Time War era Daleks waged war?

Also, the Doctor states That the TARDIS is the best ship in the universe and is alive., and if you go the next part you will see that she has a new life created for herself

The next tech in DW, Psychic Paper.

As well as Telepathic ships that can allow you to understand languages while not in or near it.

Think carefully, can the Irkens make that tech?

I have to give the Culture the edge.
I have no idea who (or what) the Forerunners are however...
