    Consider these assumptions:

    We spend umpteen billion dollars a year for our defense. Now the threat is terrorism. So our attention will focus towards identification and neutralization of these terrorists and their infrastructure. In a way, terrorists are like common criminals who work underground in small groups linked with other groups for a common goal - terrorism.

    Now, all our attentions are focusing on :

    Preventing terrorists from coming in to the country (USA)
    Identifying the ones already here.
    Evesdropping their activities.
    Intercepting their importing plastic explosives and other weapons
    Intercepting outgoing communication, transporation etc.

    Just replace the terrorists with thives who steal your car and sell t in South America or people who sumggle humans into the country or people who bring in million pounds of marijuana or thousands of pounds of cocain etc.

    If our system is properly setup to catch terrorists, we by default should be able to catch these criminals and thereby reduce cross-boarder crime to zero.

    RIGHT? So let us watch if such crime drops by watching police news on crime. If the crime does not drop, that means we are spending billions of dollars just to create more jobs - and nothing else.
